Title: Creating and Funding Multimodal Public-Private Partnership Solutions for Suburb-to-Suburb Travel
Abstract: The multimodal solution presented in this paper introduces new travel choices for suburb-to-suburb travelers relatively quickly and inexpensively by converting the right shoulder to a general purpose lane in each direction on freeways and converting the left general purpose lane into a High-Occupancy Toll (HOT) lane in conjunction with a significant expansion of multimodal travel options. A multi-centered express bus system is created to serve commute trips between suburban residential areas and major employment centers. The transit system is supplemented by a flexible carpooling system. Variable tolls on the HOT lanes ensure free flow of buses, high-occupancy vehicles and toll-paying vehicles and toll revenues help pay for the system. The paper suggests innovative approaches to implement the concept using public-private partnerships.
