Abstract: Increased federal influence on land transport planning was a major objective of legislation providing commonwealth financing assistance for roads and urban public transport (upt) under the whitlam labour administration. This paper comments on aspects of the legislation authorising this assistance and the means used to allocate federal funds to particular projects.
