Title: ECONOMIC EFFICIENCY IN MASS TRANSIT SYSTEMS
Abstract: Public transportation is a service which is fundamental to the viability of the urban economy. Service levels have generally been limited by operating deficits rather than demand. As a result many major cities face critical growth and quality-of-life problems. There are significant new systems technologies available which have substantial benefits in service efficiency and sharply reduced capital cost. The technology also offers the ability to combine the movement of people and goods in urban areas which embody suitably designed infrastructure. This paper presents a simplified systems analysis of growth management objectives. Separate paragraphs deal with; strategic factors in urban systems management; opportunities and limitations in response to strategic needs; and investment and productivity factors in public transportation.
