The government...ITS (Intelligent Transport Systems) project evolution has made great progress in aspects of its planning, scale of budget and applications since the 2nd World Congress held in Yokohama. The government declared an integrated guideline for the establishment of the ITS plan and allocated a budget of $67 billion for fiscal 1996, a 50% increase over the previous year. The Ministry of Construction (MOC) has secured $41 billion to enlarge the service ares of Vehicle Information and Communication System (VICS) and to implement the Electronic Toll Collection System (ETC) application, both of which are the current major efforts conducted by the MOC. Several activities will be essential if the eventual goal of the ITS project is to be achieved. Information must be distributed to gain domestic understanding and acceptance, views and opinions must be exchanged internationally, and an aggressive contribution must be made toward international standardization efforts.
