Title: Disadvantaged Districts as the Focal Point of Transport Policy: The Berlin Example
Abstract: Transportation policy can make an important contribution to improving quality of life in disadvantaged areas by providing opportunities for participation in society and the integration of disadvantaged sections of the population. This article discusses how the transportation policies in Berlin, Germany, help to ensure social inclusion. Only about half of Berlin households own a car, which means a large portion of the population relies on efficient public transportation. Social urban development objectives are a key component of transportation policy and planning in Berlin. The goals are to strive toward equal mobility opportunities for all Berlin citizens; make allowance for the concerns of specific users groups such as mobility-impaired persons and elderly passengers; guarantee gender mainstreaming; and guarantee the transportation system's urban compatibility by creating environmentally-friendly public transportation services. Two plans, the Urban Development Plan for Traffic and the Public Transport Plan, guide the provision of rail and bus services that serve the needs of the public.
