Title: Urban Freight Movement in a Changing Policy and Planning Environment
Abstract: This paper looks at urban freight movement and its relation to recent policy statements from the U.S. Department of Transportation. It is noted that transportation system management (TSM) plans submitted in response to federal regulations included very few references to urban freight movement. Possible reasons for this are given. A framework for viewing urban freight movement based on land use characteristics of the generators/attractors is presented. This framework is used to show the problems that one encounters when an attempt is made to increase the efficiency of the transportation system.
