Abstract: TAKRIL. 2008. A Study on Development of Lift Net Fishery in Polewali, Polewali Mandar Regency, West Sulawesi Province. Supervised by BUDHI H. ISKANDAR and BUDY WIRYAWAN. Polewali Mandar Regency has high potency of small pelagic fishes. However, they have not utilized optimally yet due to low productivity of fishing efforts applied by lift net fishery. The objectives of this study were: 1) to analyse the relationship between factors of production functions and production of fishing yields of lift net; 2) to estimate the level of sustainable yields in utilization of small pelagic fish resources; 3) to analyse the economic feasibility of lift net fishery in Polewali, West Sulawesi. Survey method and field observation has see applied for using analysis of multiple linier regression to determine relationship between production factors and the lift net yields. Model of surplus production was used in assessing fish stock resources, Gordon Schaefer model to analyse bio-economical condition of fishing and financial analyses to estimate the income and effort feasibility. Results of technical analysis factors in production of small pelagic fishes lift net in Polewali revealed technical factors of production that significantly affecting the fishing yields were number of lamps, fuels and size of the fishing vessels, whereas, those that did not affect the yields were number of labours, net length, net height and number of fishing days. Results of bio-economical aspect analysis provided value of analysis MSY production of 6,546,110.45 kg per year and value of MSY effort of 99,590 trip per year. This value is higher compared to other management models such as MEY condition and open access, although the actual condition is higher than MSY condition, however, in general MSY condition is higher than the actual condition. This fact indicates that the condition of small pelagic fish resources in Polewali Mandar Regency is still categorised as sustainable. Results of feasibility analysis of small pelagic fishery using lift net estimated from BEP value of production per year as much as IDR 40,473,338.97 with production volume of 28,663.73 tonnes per year. While, ROI value was 51.20. This meant that every IDR 100 of investment will benefit as much as 51.20%. Therefore, this ROI value is classified as “good”. Based on financial analysis considering investment criterion, it is concluded that lift net fishery business in Polewali, Polewali Mandar Regency, West Sulawesi Province is suitable to be developed.
