Abstract: This article looks at what has happened at the end of the first year of the Best Value regime for local authorities in the UK. Best value and the modernising agenda in turn provide the impetus to fundamentally challenge and reorganise services to deliver real improvement. Evidence from Year 1 suggests that early Best Value Reviews have tended towards a little bit more efficiency and effectiveness, but no real step-change. Best value imposed on local authorities a duty to consult local people in deciding what constitutes best value. The authors believe it is time to invest in a serious effort to make local people aware both of what their council actually does and of the opportunities they now have to influence the services they receive. The article also discusses the changing legal environment which gives local authorities new opportunities.
