Abstract: With the end of the conflict between East and West and the break-up of the Soviet Union, a fundamental change in the political structures of Europe and the world occurred, creating completely new tasks for the European Union. Statements of this kind have been made over and over again. Their continuing appearance does not alter the politically strategic significance of the turning point they describe. Nevertheless they change the perception of European structures.
