Title: A PERSPECTIVE ON THE STATES/CONRAIL RELATIONSHIP IN IMPLEMENTING RAIL PROGRAMS
Abstract: The public policy aspects of the 3R and 4R Acts are discussed in the light of Conrail experience in participating in operation of subsidized services on light-density freight and commuter lines. The goal of both government and Conrail was to end cross-subsidization of deficit services through abandonment or provision of non-railroad funding for governing continuing losses. State rail planning has an important role under Federal legislation. It is concluded that vital rail services can survive if industry and public agencies work together.
