The research mainly focuses on thermal transmittance limits for building envelopes, covering both opaque and glazed elements across Member States. It incorporates national climate zones with different classifications, such as the Köppen-Geiger system, contributing to a comprehensive understanding of the climatic variation that shape the regulatory energy framework in Europe. The study emphasizes the existing variability in building energy regulations, highlighting distinctions among requirements of new and existing constructions. Analysing data from building energy policies, the analysis underscores the need of strengthening uniformity across European regulations and formulate recommendations to achieve this goal. Among these: the development of a more unified climatic system, the establishment of targeted guidelines for new and existing buildings, the harmonization of intervention criteria based on climate zones, the adoption of specific ranges of thermal transmission limit values to ensure the compliance with the requirements in place. Facilitating comparability and implementation of regulations, a more harmonized and uniform regulatory framework across Europe can be achieved and support the ambitious goal of reaching climate neutrality.
