Title: Políticas públicas para la economía popular en la Argentina: tensiones, avances y perspectivas
Abstract: El presente documento analiza el proceso de institucionalización de políticas para la economía popular durante el gobierno del Frente de Todos (2019 a 2023), cuya particularidad reside en alojar, como parte de la coalición del gobierno, a las organizaciones sociales de la economía popular. En este orden, el trabajo analiza la modalidad de implementación, es decir, el tipo de instrumentos estatales a los que dio lugar, así como las tensiones emergentes de dicha implementación. Para cumplimentar este objetivo, se asume un abordaje cuali-cuantitativo que integra técnicas de análisis documental, relevamiento de información periodística, realización de entrevistas a informantes clave, con producción de datos estadísticos de tipo presupuestario y prestacional. La hipótesis que orienta el trabajo sostiene que las políticas han alcanzado un grado de institucionalización incipiente, a partir de la puesta en marcha de programas hasta entonces relegados, así como de la mano de la implementación de nuevas intervenciones relativas a un conjunto variado de problemáticas ligadas a la reproducción de la vida. Sin embargo, se argumenta que ha habido dificultades para institucionalizar aquellas acciones capaces de transformar con mayor fuerza la estructura productiva y social, tanto como para visibilizar y reconocer las formas de actividad en su condición de trabajo explotado. Las políticas efectivamente implementadas dan cuenta del continuo protagonismo político de las organizaciones de la economía popular, pero también de la reconversión de algunas de sus propuestas en los cánones de programas más convencionales, en un contexto de crisis económica y política.
