Participation in the European arena constitutes a shift in two dimensions. First, the European policy model marks a distinct departure from patterns of policy-making in national arenas. Second, the European policy process is in flux, varying between policy areas and over time. The question is what kind of kaleidoscope is being created, and with what kinds of patterns?
