Abstract: Abstract The evolution of a European state and the development of a constitution is a dynamic process. The European Community (EC) is always on its way to somewhere, although the direction it takes can vary and there may be advances and regression. The path for European integration was laid out in the preamble of the Treaty of Rome, which declared that the creation of a European Community was ‘determined to lay the foundation of an ever closer union among the peoples of Europe’.1 The Single European Act of 28 February 1986 reaffirmed this basic law of development in its pre mble, and also, explicitly, in Article 1, where it states that ‘the European Communities and the European Political Co-operation pursue the goal to contribute collectively to the concrete steps towards a European Union’.2
