Title: Gender equality and parenting leaves in Finland: a different pathway towards the Nordic leave policy model
Abstract: In Finland, parenting leave reforms promoting gender equality have been introduced much later than in other Nordic countries. The familialistic path-dependency related to the strongly institutionalized cash-for-care benefit used mainly by mothers has been holding back the development of a long, non-transferable leave quota for fathers. While there have been several small adjustments to the leave scheme to lengthen paternity leave, compensate leave costs to employers, and increase the flexibility of leave use, attempts for a more profound leave policy reform to promote gender equality in order to reach the Nordic level were failed until recently. Finally, in 2022, more than two decades after similar reforms in Sweden, Norway and Iceland, parents in Finland will be offered symmetrical leave quotas.
