Title: Empreendedorismo, inovação e desenvolvimento econômico local:
Abstract: A literatura clássica correlaciona o poder da inovação e do empreendedorismo como habilitadores do desenvolvimento econômico das localidades. Com o intuito de examinar o predomínio de tais relações, este artigo tem como objetivo explorar o fenômeno de desenvolvimento das cidades brasileiras consideradas as mais inovadoras e empreendedoras, visando identificar as implicações do estímulo ao empreendedorismo tecnológico no desenvolvimento socioeconômico dessas cidades. No levantamento bibliométrico inicial sobre os temas debatidos em cidades brasileiras não foram identificados trabalhos científicos que explorassem os três constructos simultaneamente, e estabelecesse comparações que pudesse indicar algum tipo de relação entre eles. Compreendida como uma lacuna original, essa ausência inspirou a elaboração do presente artigo. Para tanto, adotou-se uma abordagem mista e pesquisa do tipo exploratório-descritivo, comparando o Ranking das Cidades Mais Inovadoras; Índice das Cidades Mais Empreendedoras, Índice FIRJAN de Desenvolvimento Municipal, Desenvolvimento Humano e Coeficiente de Gini. Foram examinadas as cidades com posição destacada em um dos índices analisados. A revisão teórica permitiu a formulação de quatro hipóteses que foram testadas e cotejadas com os índices adotados. Os resultados indicam que os municípios mais inovadores e empreendedores possuem alto Índice de Desenvolvimento Humano, destacando-se a dimensão Educação, reforçando a formação de recursos humanos é ativo relevante no contexto de inovação e empreendedorismo. Porém, a relação entre inovação e empreendedorismo com o desenvolvimento econômico não confirmada, pois as cidades de maior desenvolvimento econômico não constaram do ranking de cidade mais inovadoras e do índice das mais empreendedoras, podendo ser este objeto para estudos futuros.
