Abstract: 431 South Africa Subsistence Fishing in South Africa: Implementation of the Marine Living Resources Act* On I September 1998 the national Marine Living Resources Act (MLRA)I came into operation, ushering in a new era for South African subsistence fishers. For the first time in the country's history, national fishing legislation expressly recognised subsistence harvesters as a legitimate category of fishers, thereby affording them (potential) rights of access to coastal resources.
