Title: El Mercosur y China: análisis de nuevas áreas para el mejoramiento de sus relaciones
Abstract: Desde la creación del Mercosur en 1991 los países de América del Sur entendieron la importancia de las alianzas regionales. El Mercado Común del Sur (Mercosur) es un bloque sub-regional que actualmente representa los intereses políticos y económicos de 307 millones de sudamericanos en Argentina, Brasil, Paraguay, Uruguay y Venezuela. Desde sus comienzos, el Mercosur ha traído integración y cooperación comercial a América del Sur en niveles que no habían sido vistos anteriormente en la región. Sin embargo, desde su creación, el Mercosur ha mantenido estrecha relaciones con sus socios tradicionales (Estados Unidos y Europa) dejando prácticamente de lado sus interacciones con las grandes potencias asiáticas. En este nuevo milenio, el Mercosur ha sabido reconocer la importancia de nuevos actores mundiales situados en Asia y se ha dispuesto a mejorar sus relaciones con ellos, en especial China. El nuevo panorama mundial centra a China como un actor fundamental en la creación de un nuevo mundo multipolar en el cual los países en vías de desarrollo jugaran un papel más importante que en el pasado en la creación de nuevas instituciones internacionales más acordes a sus intereses. Los países del Mercosur han notado la existencia de ciertas áreas en las cuales comparten intereses comunes con China y que se presentan como oportunidades para el mejoramiento de sus relaciones. El Mercosur está listo para interactuar con China en una relación de largo plazo que traiga beneficios a ambos actores. Estas oportunidades en el desarrollo de las relaciones China-Mercosur son: el plan IIRSA y la Franja y la Ruta, la utilización del Mercosur como un espacio de acercamiento entre Paraguay y China y la política de seguridad alimentaria y su complementariedad con el Mercosur.
