Dobbins was the Clinton administration's special envoy for Somalia, Haiti, Bosnia and Kosovo, and, in the aftermath of 11 September 2001, the Bush administration's special envoy for Afghanistan. He served as Assistant Secretary of State for Europe, Special Assistant to the President for the Western Hemisphere and Ambassador to the European Community.
