Title: The Role of the Municipal Master Plan Viewed in the System of Plans for Urban Improvement
Abstract: THE MUNICIPAL MASTER PLAN WAS INTRODUCED BY THE 1992 AMENDMENT OF THE CITY PLANNING ACT AND WAS ADDED TO THE EXISTING SUCH PLANS AS THE POLICY OF IMPROVEMENT, DEVELOPMENT AND CONSERVATION AND THE MUNICIPAL COMPREHENSIVE PLAN. BASED UPON THE THEORETICAL FRAMEWORK OF THE "SYSTEM OF PLANS", THIS STUDY ANALYSES THE ROLE OF THE EXISTING PLANS THAT HAVE SIMILAR FUNCTIONS TO THE NEW MUNICIPAL MASTER PLAN. THE STUDY OF THREE TYPICAL MUNICIPALITIES HAVE REVEALED A VARIETY OF ROLES THAT THE NEW MASTER PLAN MAY HAVE IN THE FUTURE MUNICIPAL PLANNING ADMINISTRATION.
