Title: EMBANKMENT CONSTRUCTION ON YIELDING SEA BOTTOM
Abstract: METHODS OF CONSTRUCTING MARINE EMBANKMENTS OVER SOFT CLAYS ARE PRESENTED AND WELL DOCUMENTED CASE HISTORIES OF THE STABILITY AND SETTLEMENT OF SUCH EMBANKMENTS ARE DESCRIBED. AN ALTERNATIVE TECHNIQUE FOR CONTROLLING CONTRUCTION TO AVOID INSTABILITY IS SUGGESTED AND PRACTICAL EXPERIENCE IN THE APPLICATION OF THIS TECHNIQUE IS DETAILED. RESULTS OF EFFECTIVE STRESS ANALYSIS OF EMBANKMENT STABILITY WAS USED TO PREPARE CONTROL CHARTS RELATING EXCESS POREWATER PRESSURE TO THE CALCULATED FACTOR OF SAFETY FOR DIFFERENT HEIGHTS OF EMBANKMENT. A PREDICTION WAS MADE OF THE RATE AND ULTIMATE AMOUNT OF PRIMARY SETTLEMENT USING THE DATA FROM LABORATORY CONSOLIDATION TESTS. ALTHOUGH PREDICTION OF ULTIMATE SETTLEMENT IS REASONABLY ACCURATE, RESEARCH INDICATES THAT THE ESTIMATION OF THE RATE OF SETTLEMENT IS VERY UNRELIABLE. PRIOR TO THE START OF CONSTRUCTION, APPARATUS WAS INSTALLED IN THE SOFT CLAY LAYER BENEATH A SECTION OF THE ROAD TO MEASURE THE SETTLEMENT OF POREWATER PRESSURES. FIELD MEASUREMENTS WERE ESSENTIAL FOR MAINTAINING CLOSE CONTROL ON THE RATE OF CONSTRUCTION THROUGH THE USE OF THE CONTROL CHARTS, AS THE STABILITY OF THE EMBANKMENT ON THE SOFT CLAY FOUNDATION RELIED UPON THE INCREASE IN SHEAR STRENGTH WHICH RESULTED FROM PARTIAL DISSIPATION OF EXCESS POREWATER PRESSURES.
