Title: Transit Corridor Evaluation and Prioritization Framework
Abstract: The objective of this paper is to present an evaluation methodology that was developed and used to evaluate and prioritize key transit corridors in Tampa, Florida. The study examined the Hillsborough Area Regional Transit’s (HART) designated Transit Emphasis Corridors (TECs) and utilized an evaluation framework to determine whether specific improvements related to bus service, preferential treatments, and/or facilities are warranted for each of the corridors at this time. The results of applying the evaluation framework identified a number of improvements that could benefit the corridors now and in the future. These warranted improvements are illustrated in a summary format on a series of maps. Based on scoring weights assigned to each of the warranted improvements, a priority listing of the corridors was developed to help guide future HART investment decisions for its TECs. In addition, preliminary general cost estimates were developed to provide HART staff with an understanding of the potential fiscal impacts of implementing various combinations of the improvements within one or more of the corridors. The TEC study performed for HART resulted in the development of a methodology that can be applied to the evaluation and prioritization of corridors in any community. The evaluation framework must be tailored to the operating characteristics of the transit agency operating services within the study area, particularly as it relates to the agency’s performance indicators, the size of the transit system, available data, overall level of service, and agency goals and policies.
