Abstract: The Nord-Pas de Calais regional council hopes to reduce road congestion significantly by developing France's first high speed rail network by 2020. The network is strategically placed in a region served by rail services to London, Brussels, Amsterdam and Cologne, as well as domestic high speed trains to Paris and other French cities. The proposed network will cost 2 billion Euros, and the council plans to take out a long term loan for part of the funding. The current plan does not outline improvements aimed at developing freight traffic.
