Title: Efektivitas Pengelolaan Kawasan Konservasi Lahan Basah Pesisir Indonesia
Abstract: MUHAMMAD ILMAN. Managemenet Effectivennes of Coastal Wetlands Protected Areas of Indonesia. Under supervision of TRIDOYO KUSUMASTANTO and NYOTO SANTOSO Coastal wetlands protected areas in Indonesia (conservation areas) are very important area since they are functioning as life supporting system. However, its complex ecological characteristics as well as management interests of various stakeholders have resulted ineffective management lead to ever-occur deterioration of the areas. This research was aimed to understand existing condition of conservation areas, its management effectiveness, and options for better management. The research studied 23 conservation areas by using WWF’s Rapid Assessment and Prioritization of Protected Areas Management (RAPPAM). The result of RAPPAM revealed that all 23 conservation areas were having high both ecological and economical value but lack of effective management. The situation is alarming since many of these 23 conservation areas were also facing serious pressure and threat that will have damaging impact. This condition was difficult to overcome due to limited government resources compare to variety and uniqueness of ecological and economical characteristics, management effectiveness, pressure and threats to every conservation areas. Application of multivariable analysis had successfully classified the 23 conservation areas into 16 management strategy categories which determined by combination of two strategies: internal strategy for capacity strengthening and external strategy through collaborative management. The RAPPAM’s recommended strategy is appropriate for national level policy, applying the recommendation in protected area level require further analysis on uniqueness of each protected areas. Therefore there will be new strategy for single protected area that successfully responds to the local needs and still in line with national policy. Management of coastal swamp and mangrove conservation areas group especially Ujung Kulon, Kutai, Rawa Aopa, dan Wasur National Park, require balance internal and external strategy by increasing fundraising activities and community based ecosystems rehabilitation. Coral reef group especially Teluk Cenderawasih and Karimun Jawa NP, require massive external strategy by providing ample room for dialogue with stakeholders and empowering local community to develop environmentally friendly livelihoods. As for coastal forest group especially Manupeu Tanadaru, Siberut, and Baluran NP, require massive internal strategy by developing ecotourism and wise utilizations of non timber forest product.
