The incident captured international headlines sensitizing governmental leaders around the world to the possibilities of the terrorist use of weapons of mass destruction (WMD). In response to this threat the 104th U.S. Congress passed Public Law 104-210 the National Defense Authorization Act for Fiscal Year 1997 which contained Title XlV-Defense Against Weapons of Mass Destruction. In addition to providing our nation's first responders with preparedness training against weapons of mass destruction, Section 1415 of Title XIV stated that The Secretary of Defense shall develop and carry out a program for testing and improving the responses of Federal, State and Local agencies to emergencies involving biological weapons and related materials and emergencies involving chemical weapons and related materials.Read More
