Title: Community Public Health Planning and Implementation Review
Abstract: Preamble
The Queensland Centre for Public Health (QCPH) has engaged Griffith University and Queensland University of Technology as joint partners to review Community Public Health Planning (CPHP) processes in Queensland on behalf of Public Health Services.
Currently, broad ranges of social planning models with health implications more or less specifically identified are used in Queensland. These demonstrate a wide variety of approaches to community capacity-building, community engagement and community participation in decision-making about quality of life issues, as well as associated specific planning tools and plan implementation. However, there is limited information available for public health workers, in particular, to help them to select the most appropriate model for any particular situation.
In June 2001 a summary discussion paper on Smart State: Health 2020 – a Vision for the future proposed a strategic vision for health and health care in Queensland. Health 2020 (2001) comments and it is widely accepted that over the coming two decades, it will be imperative for the Queensland Government to ensure a structure that delivers services effectively and efficiently. This Review could inform Health 2020 of the specific recommendations for future community public health planning. Qld Health needs to balance its investment in health, including greater organisational inputs and human resourcing to prevention and maintenance within the continuum of health care in the community.
The need to undertake this project derives from the diversity of initiatives underway or planned, by a range of units across Public Health Services (PHS), Queensland Health, and the need for a cohesive, coherent and coordinated approach to PHS’ work in this area. This Summary is targeted at managers, practitioners and partners, while recognising that there are distinctions in tasks, orientation and perspective of each group of stakeholders. It is focused on those engaged in managing and practicing CPHP and is designed to build guiding principles for CPHP, highlight strengths and weaknesses of models and identify recommendations for PHS managers, PHS practitioners and partners.
