Abstract: Decentralization (decentralization of administration) can be functional and territorial. Territorial decentralization, on the other hand, can be in the form of local self- government and territorial autonomy. Modern states accept both elements of centralization and decentralization. This is also the case with the Constitution of the Republic of Serbia which comprises all mentioned elements of decentralization. The efficacy of decentralization depends on a number of factors, but primarily on the amount and type of revenues which are appropriated for local self-governments and territorial autonomy units. It also depends on the participative political culture of citizens living in local and regional communities.
