Abstract: In modern conditions of economic development, there is a need to study the traditional functions and management tools of organizations for their possible transformation and use in the digital Russian economy. An example of such a transformation for further use in a new quality is the control function, which consists of external and internal control. In the digital economy, a hallmark of external and internal control is the use of the risk system as the main basis for organizing and methodological support of this management function, including in non-credit financial organizations. It should also be noted that the use of risk methods in the regulatory framework of organizations in this sector of the economy ensures the integration of non-credit financial organizations (NFO) of Russia into the international economic space. Since a risk-based approach is fundamental in international documents. At the legislative level, the requirements for maintaining a risk register, recording the identified risks and the assessments received for it, including operational risks, are not established for all types of NFO. The purpose of this article is to study the requirements and approaches to operational risk management for non-credit financial organizations (NFO) of the Russian Federation. The study used such research methods as analysis and synthesis, comparisons, a causal analysis method. As a result, the authors create an integrated unified concept of operational risk management for all types of NFO, which includes a formalized list of possible operational risks of the organization. In addition, the authors review the methods for identifying and models for assessing operational risks, as well as possible options for managing operational risks that meet current legislative requirements of international practice and domestic standards. The novelty of the work is to consider the general contour of operational risk management. Also, the paper creates a concept for assessing operational risks for those types of NFO for which there are no requirements for maintaining a register of operational risks at the level of laws and by-laws.
