Title: Collaborative capacity of public–private partnerships in housing projects: case studies from Nigeria
Abstract: The chapter argues theoretically and emperially that a partnership model influences the collaborative capacities of partners to achieve their collective goal. The results of two PPP-led housing projects from Nigeria show that the concession model is likely to lead to limited internal relational capacities as public partners are often limited to the pre-implementation phases of the project's life cycle while the private partners have dominance in the implementation phases. Hence, the emphasis is placed on the independent organizational capacities of partners. By contrast, projects that adopt an alliance model are more likely to have positive internal collaborative capacities which boost the capacity of the project. Since the alliance model supports interdependencies, complementarities and joint resolution, less emphasis can be placed on individual organization capacities.
