Abstract: Malmquist index is a measure of productivity of decision-making units with multiple inputs and outputs. Markovian TFP index is defined as the ratio of measured value of distance function, which is the measurement of TFP change of a decision-making unit in a continuous period of time. Based on DEA Malmquist and Markovian TFP index method, this paper evaluates the technological innovation efficiency of state-owned and state-controlled high-tech enterprises in Western China. The results show that the total factor productivity of state-owned and state-owned holding high-tech enterprises in Western China shows an overall growth trend from 2009 to 2016, and its growth is mainly caused by the joint growth of technical efficiency and technological progress; the total factor productivity of state-owned and state-owned holding high-tech enterprises in Western China shows a fluctuating development trend.
