The first section is devoted to a historical perspective of the federal government's participation in funding public education. It is clear that our founding fathers viewed education as a necessary ingredient of a democratic form of government. However, because the Constitution omitted a specific reference to education, the scope and direction of federal aid was not clear and has been debated ever since.
