Title: ROAD PRICING: OLD BELIEFS, PRESENT AWARENESS AND FUTURE RESEARCH PATHS
Abstract: This paper deals with the theoretical evolution of road pricing, conceived as a single policy instrument or as part of a policy mix, in the management of excess demand for private transportation within urban areas. The paper reconstructs the evolution of road pricing theory to explain why a long theoretical tradition has produced a scarce policy impact. The author brings to the fore the issues for future research needed to generate consensus around this transport policy instrument. The paper first describes the fundamental issues of a road pricing model. The old beliefs are described in light of the Smeed Report of 1964 while current beliefs are analyzed in light of a publication by the European Conference of Ministries of Transport, ECMT-OCSE of 1994. Afterwards, the original contributions of the bottleneck approach are considered. Before concluding, the most promising research areas for road pricing implementation and acceptance are put forward.
