Title: Present-Day Directions of Territorial Organization
Abstract: At the same time with the drawing up and implementing a regional development policy in Romania and starting with the Development Regions outlining, the institutions required for this policy management have been established. Their main role, besides the conception and implementation of a regional development strategy, became the European irredeemable funds management. The European Union lays stress on these institutions.The common policies of the European Union member states, drawn up and adopted by the Community institutions, applicable on the whole Union territory, meet a basic principle of the European construction, that one of the solidarity and cohesion. As a dimension of the cohesion policy, the European regional policy goal is to objectify the union solidarity through economic and social cohesion, reducing the discrepancy between the different regions development levels. To that effect, the territorial cohesion question has been raised, in the sense that the territory must have a coherent and harmonious balanced development, as regards the economic, social activities, facilities, environment accessibility and quality for all the citizens, regardless the place where they are from, by the turning into account of each territory category distinctiveness, contributing in such a way to build a prosperous, sustainable Europe from economic, social and ecological point of view.The cohesion policy and the regional policy of the European Union is applied only to the EU member states and it is based on the financial solidarity between them, thus the regions less prosperous and the underprivileged social groups to receive Community funds which, added to their own resources, to allow them to develop projects to contribute to the economic growth and recover the differences between the regions.The present classification of Romania's territory in 8 regions is carried out in compliance with the accession negotiations at Chapter 21 - The regional policy and the structural instruments management, negotiations which had been completed based on the firm demand of the European Union and of the engagement undertaken by the Romanian party, to maintain the present configuration of the home territorial division up to 2013. Therefore, in the Position Complementary Document, in Chapter 21, Romania undertook to maintain the present NUTS classification within the programming period 2007-2013. At the same time, in order to assure the NUTS classification stability, the Law no. 315/2004, regarding the regional development in Romania makes official the NUTS 2 regions structure specifying the counties which are included in the regions.The present configuration of the development regions from Romania has been accepted by the national authorities and Eurostate, considering that it corresponds to the NUTS Regulation criteria from statistical point of view.The so-called NUT-2 administrative regions, of average size, of a member state, identified by Eurostate as having a set of common parameter, represent the fundament of the system for financing the cohesion, and it is at the same time the analysis unit of the cohesion policy, respectively the regional policy. The present territorial organization of Romania in statistical units of level 2, corresponding to the 8 regional development regions (Erdeli, Cucu, 2009) represented the start point of the whole institutional architecture for formulating and implementing, at regional level, the economic and social cohesion policy. Based on this, all the structures and mechanisms specific to the decentralized management of the Community funds had been developed and consolidated.To that effect, the regional development councils, regional development agencies, strategic and correlation evaluation regional committees, with complex responsibilities, regulated by the Law no. 315/2004 and by the Government Decision no. 764/2007 for the approval of the strategic and correlation evaluation regional committees' establishment and of the Framework-Regulation for their organization and operation had been established. …
