Title: Fourth Year Evaluation Report for the Cornerstone Literacy Initiative
Abstract: This report continues to track the implementation and impact among schools participating in the Cornerstone National Literacy Initiative reform. When schools are ranked according to their level of reform implementation, there is evidence that schools at the highest implementation levels have the best overall test scores. These schools experience gains in test scores compared to the previous year, and regression analyses suggested that Cornerstone contributed to these positive outcomes. Results for other implementation levels were mixed. Intermediate outcomes include positive changes in the overall school culture, increased staff collaboration, higher expectations, a deeper understanding of literacy learning, improved teaching practice, and improved teacher-student relationships, which led to higher motivation, better classroom behavior, and improved literacy skills. Successful principal leadership, a stable staff, and the ability to integrate Cornerstone and other school or district initiatives are all associated with higher levels of implementation. District support is identified as a paramount factor of success, and Cornerstone has been adapting by becoming an integrated bottom-up and top-down model.
