Two main modes of participation are described herein: one centered in ethnic cultural recognition and other oriented towards the politization of ethnicity from a cultural standpoint. Drawing on this, the second part of the analysis problematizes the meanings attributed to “culture” by Indigenous Peoples and the Nation States over the past few decades. As it will be argued, these different approaches set diverse conditions for the exercise of political citizenship by indigenous women.
