Title: The agricultural development of transition countries: The realized results and potential effects of the EU access
Abstract: The transition recession in agriculture is essentially determined by the deteriorated economic position of agriculture, due to the dominant influence of negative terms of trade. The disparity of economic position has lead through the decreased usage and efficiency of conventional factors of agricultural production, primarily biochemical technology, coupled by absence of neutral technical-technological progress, resulted in lower production performances. Positive influence of newly transformed agrarian structure could not compensate the negative effects of economic position and transition distortions, that have lead to the deepening of the developmental gap vis-a-vis EU agriculture. The agricultural policy in the framework of the scenario of non-access to EU doesn't lead to, with exception of Slovenia and the Czech Republic, the increase of agricultural production and the income of agriculture in the five-year projection to 2007, relating the 2002 level. EU accession scenario and agricultural development on the basis of price and income component of CAP project an increase of agricultural production between 20% and 25%, and an increase of agricultural income between 30% and 89% on the average for CEEC-8 countries that will join EU in 2004. Therefore, the building of agricultural policy compatible with CAP is an imperative for the Southeast European countries. In that sense the case of Slovenian agriculture is more than indicative especially as it regards operationalization of agricultural policy and in emphasizing the importance of a relative economic position and the expansion of technical-technological progress geared towards the development of the European type agriculture.
