Abstract: The Seabed Disputes Chamber of the International Tribunal for the Law of the Sea delivered its first advisory opinion in 2011: Responsibilities and Obligations of States Sponsoring Persons and Entities with Respect to Activities in the Area. This chapter focuses on the extent to which the Advisory Opinion has contributed to the development of the rules and regulations of Part XI of the United Nations Convention on the Law of the Sea (UNCLOS). It sets out the basic parameters of the Part XI regime, briefly summarizes the background to and main findings of the Advisory Opinion and analyses four ways in which the Opinion has contributed to develop the regime of the international seabed area. Dr Jaeckel also discusses the approach taken by the Seabed Disputes Chamber in interpreting relevant provisions of UNCLOS and other related instruments.
