Additionally, it suggests that the spread of the #MeToo movement highlights the need for enhanced understanding and eradication of sex-based misconduct throughout the world. This chapter introduces the subject by detailing its statistical prevalence and exactly what constitutes sex-based harassment. It reviews the passage and implementation of civil laws that proscribe sex-based harassment. It focuses, in particular, on US employment law and the early governmental agency and theorist interpretations of sex-based harassment. It also delves into federal US court interpretation and enforcement of antidiscrimination law to address sexual harassment. The cases demonstrate how narrow interpretation of legal protections shaped the case requirements for complainants and hindered efforts to remedy sex-based harassment. This chapter also briefly considers extralegal initiatives that supplement law to foster cultural change for the protection of harassed people who face systemic discrimination. By comparing US and Israeli approaches to sexual harassment interdiction, this chapter demonstrates how countries approach discriminatory abuse in a variety of ways. The chapter concludes by scanning which countries have yet to implement protections against sex-based discrimination and harassment.
