Abstract: Agencies in southern California determined that mprovements to Interstate 405 in Los Angeles would require a complete shutdown of north- and south-bound lanes for 53 hours. Gridlock was avoided through careful planning and implementation of a public information campaign. This article describes 12 key elements of the successful campaign, including coordination among the Los Angeles Metropolitan Transportation Authority, the California Department of Transportation and the Los Angeles Department of Transportation.
