Title: (Des)caminhos dos governos na inserção de tecnologias digitais nas escolas públicas
Abstract: RESUMO O objetivo deste artigo é discutir a implementação de políticas públicas nos estados brasileiros, em específico estudar as relações entre os entes federados nesse processo de inserção de tecnologias digitais nas escolas públicas. O campo para produção de informações para essa discussão foi o Projeto Um Computador por Aluno – UCA e o Projeto e-Nova Educação, implementados respectivamente pelo Governo Federal, no ano de 2010, e Governo Estadual da Bahia, no ano de 2017, em escolas públicas. Esta foi uma pesquisa com abordagem qualitativa, realizada no estado da Bahia, entre os anos 2010 e 2019. Fizeram-se entrevistas com docentes, secretários de educação, representantes do MEC e da universidade. Também realizou-se observação da infraestrutura da escola e pesquisa documental. Os dados apontam, entre outras coisas, a ausência de diálogo entre os entes federados envolvidos na implementação que, aliada à responsabilização dos parceiros sobre as insuficiências no projeto, comprometeu significativamente os resultados esperados. São problemas históricos e reincidentes, já conhecidos pela comunidade escolar e pesquisadores da temática. Palavras-chave: Escolas públicas. Tecnologias digitais. Políticas públicas. ABSTRACT The purpose of this paper is to discuss the implementation of public policies in Brazilian states, specifically the relations between the federated entities in this process of insertion of digital technologies in public schools. The field for information production for this discussion was the One Computer per Student Project –( Projeto Um Computador por Aluno ) UCA and the e-Nova Education Project (Projeto e-Nova Educação), implemented respectively by the Federal Government in 2010 and the State Government of Bahia in 2017, in public schools. It was a research with qualitative approach, conducted in the state of Bahia, between 2010 and 2019. We conducted interviews with teachers, secretaries of education, representatives of MEC and the university. It was also performed an observation of the school´s infrastructure and a documentary research. The data indicate, among other things, the lack of dialogue between the federated entities involved in the implementation that coupled with the accountability of the partners, triggered shortcomings in the project, and significantly undermined the expected results. These are historical and recurring problems already known by the school community and researchers on the subject. Keywords: Public schools. Digital technologies. Public policies. RESUMEN El objetivo de este artículo es discutir la puesta en práctica de políticas públicas en los estados brasileños, y, más específicamente estudiar las relaciones entre los entes federales en el proceso de introducción de tecnologías digitales en las escuelas públicas. El ámbito de producción de informaciones para esa discusión fue el proyecto “Un computador por alumno” (UCA) y el “Proyecto e-Nueva Educación”, puestos en práctica en escuelas públicas, en 2010 por el Gobierno Federal y, en 2017, por el Gobierno del Estado de Bahia, respectivamente. Esta fue una investigación con abordaje cualitativo, desarrollada en el estado de Bahia, entre los años 2010 y 2019. Se hicieron entrevistas a docentes y secretarios de educación, representantes del Ministerio de Educación y Cultura (MEC) y de la universidad. También se llevó a cabo observación de la infraestructura de la escuela y se realizó investigación documental. Los datos evidencian, entre otras cosas, la ausencia de diálogo entre los entes federales involucrados en la implementación de los programas que, aliada a la atribución de responsabilidades, a los entes asociados, por las insuficiencias del proyecto, comprometió significativamente los resultados esperados. Estos son problemas históricos y recurrentes, muy conocidos de la comunidad escolar y de los investigadores que se dedican a esa temática. Palabras-clave: Escuelas públicas. Tecnologías digitales.
