S. conflict and Japan-Russia & Japan-China t...In the era of the post-Cold War, Northeast Asia still contains possible causes of disputes such as the Korean Peninsula issue, China-Taiwan issue, China-U. S. conflict and Japan-Russia & Japan-China territorial issues. Especially the increase of Chinese and Japanese military powers is giving rise to the prediction that the Cold War will advance again in the region. The development of the weapons of mass destruction including nuclear weapons implemented by North Korea since the beginning of 1990's as its strategy to survive is increasing the politico-military uncertainty and instability in the region. Among various ways to suppress disputes and establish security in Northeast Asia, a formation of a regional multilateral security and cooperation regime like the CSCE/OSCE is recommendable. In fact, the CSCE/OSCE has been established as a primary instrument for early warning, conflict prevention, crisis management and post-conflict rehabilitation in Europe.BR Comparing with the Asia-Pacific, the regional multilateral security dialogue and the establishment of the confidence building measures(CBMs) in Northeast Asia are not easy to be put forward, because of the different national interests among the regional countries. Despite the uncertainties and many obstacles in developing regional multilateral and cooperative security regime, through researches on the process of the CSCE and institutions of the OSCE, we sincerely need to develop 'six party talks' set from 2003 or a kind of Northeast Asia Security Dialogue(NEASED) suggested by Korean government in 1993.Read More
