Abstract: The Copyright Amendment Bill 2006 suffers from a strange mismatch between its objectives, and its legislative form. The federal government has hoped that such exceptions will “provide flexibility to allow copyright material to be used for socially useful purposes, and better recognise the rights of consumers to enjoy certain copyright material they have legitimately acquired where this does not significantly harm the copyright owner”.
