Abstract: Ratings for the Implementation of National Strategy for Development of Statistics (NSDS) Project for Kyrgyz Republic were as follows: outcome and Bank performance was satisfactory and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: fully engaging the national statistical committee (NSC) management and staff in project design ensured full ownership of the project and successful achievement of outcomes. A twinning partnership requires development of terms of references (ToRs) immediately after project commencement. Institutional and organizational reforms, and investments into physical infrastructure, including hardware and software, are instrumental in supporting the foundations for a better functioning national statistical system (NSS). Implementation of wide range of activities under the statistical operation helped to identify areas of further investments. Changes in the legislative framework take significantly more time than projected by the client and the World Bank team. Successful implementation depends on the availability of project funds to finance supervision and complementary technical assistance through a technically strong team. Design of evidence-based policies depends on the availability of high quality and timely data but is also a function of statistical literacy among analysts, decision makers, and civil society.
