Title: The role of public administration in promoting socio-economic development
Abstract: Public administration is concerned with the systematic study and improvement of government capacity and practice in forming policies, making decisions, implementing them and securing the desired results. Conventional public administration sought 'good government', as operationalized in the criteria of efficiency, economy and effectiveness. Contemporary public administration is in an ongoing process of transformation in which various traditional elements are reordered, restructured and reshaped by people working in the everyday administrative world. In the Philippine setting, the indispensability of public administration is made more pronounced by the everyday barrage of problems in the economic, social and political fronts that demand decisive action on the part of government. There is a growing belief that certain major aspects of social development, such as promoting human security, and social protection, are best left to the Civil Society - the non-government organizations, People's Organizations, and citizens' movements.
