ABSTRACT The concept of Plantae is a main topic learnt in high school biology, and also assumed as one of the difficult concepts to be understood. Teaching Plantae is not easy as teacher should consider the contextuality of the content and provide students with real experience of investigation. According to the preliminary survey involving 100 high school students in Surakarta city, Indonesia, it is found that students facing difficulties on classifying the kingdom of Plantae, distinguishing the base determinants of plant classifying, and remembering the Latin nomenclature. Whereas based on the results of Pedagogical Content Knowledge (PCK), the teacher has difficulty teaching the Plantae concept to students because of the difficulty of making the right learning design. To solve this problem, new strategy of learning includes method and material has to be pursued. Inquiry based learning is one of the most recommended approach in learning science. This research aims to develop an inquiry-based learning design (IBLD) on Plantae, which combines three approaches, i.e. active learning, contextual, and scientific approaches. It is presumed that the IBLD will help students to understand the concepts of Kingdom Plantae. This research followed the phases of Design Based Research (DBR) to improve the current lesson designs into the IBLD. To work with researchers, 35 biology teachers from 11 high schools in Surakarta joined as research members and validators, as well as 4 university experts of biology education. The logical validity had been applied, by assessing the content and the construct of the IBLD draft. The result shows that the draft is validated as excellent in all components, but to test the impact of the IBLD, a multi-location test have to be proceeded.
