Title: The evolution of Korean public administration and policy
Abstract: This chapter examines the role of public administration and policy as a contributor to Korean national development during the 68 years from 1948, when the Korean government was established for the first time. It analyses a series of policies enacted by continuous governments, with a view to identifying the major issues relating to public administration and policy during a number of historical periods. The chapter offers a historical overview of key practices and systems through which problems and issues relating to public administration and policy were addressed. A country's developmental process can be analysed through consideration of its policies and public administration. The policy objectives of the Rhee administration were state building and nation building. The policy achievements during the industrialization period may be classed as falling under two smaller periods, those of the Park and the Chun administrations. The period of democratization showed that policy tools switched from government to market and from direct interventions to indirect interventions.
