Title: ECONOMIC APPRAISAL OF TELECOMMUNICATION PROJECTS: A CASE STUDY
Abstract: A methodology for the economic appraisal of telecommunication projects in developing countries is presented and illustrated with an example. The project is first framed within the short and long term telecommunication development plans for the country. A study of demand for the project services is structured, and the concepts of potential, normal and generated demand are introduced and quantified. The opportunity costs (shadow prices) of resources used by the project are estimated and compared with an alternative mean of satisfying the project's demand. Economic appraisal shows the acceptability of the project for different cost conditions of the resources used. Finally, it is shown how uncertainty in the demand and/on costs of the project can be dealt with to determine probability levels of acceptance of the project's economic justification.
