Abstract: The Weibull distribution function is commonly used to represent wind speed distribution. It can be described by two parameters, which are the shape and scale parameters. The graphical method is one of the popular methods to estimate the Weibull parameters from the observed wind condition. For the graphical method, the cumulative distribution function(CDF) is generally calculated by considering the bin of wind speeds in existing researches. On the other hand, in this study we calculated the CDF from the probability plotting position(PPP) to obtain the more accurate estimation results. The purpose of this study is to suggest the most suitable PPP formula to estimate Weibull parameters. Two types of the wind data were taken into account. One was the virtual wind data which were generated from the known Weibull parameters and the other was the observed wind data on Jeju Island. In addition, ten types of PPP formulas were used which were Hazen, California, Weibull, Blom, Gringorten, Chegodayev, Cunnane, Tukey, Beard and Median. The accuracy tests were performed to PPP formulas for comparing their performances and finally the best PPP formula was proposed in this study.
