Title: Environmental impact statements. Boon or burden
Abstract: Australian government authorities are moving towards the use of environmental impact statements to assess the potential adverse effects of proposed development projects on the environment. Recent evaluations of this approach in the United States indicate that the preparation of environmental impact statements in many cases does not lead to changes in original design of the project, nor to enhanced environmental awareness on the part of planners. This article reviews potential problems with the environmental impact statement program as it applies to countries like Australia, indicating some minimal safeguards that could be introduced to enhance objectivity and public involvement in the assessment process. However, an environmental impact statement program does not in itself constitute an adequate response to the need for comprehensive resource use planning.
