Title: A Swedish Approach to Handle the Problem with Overloaded Heavy Goods Vehicles
Abstract: Since 2002, the Swedish Road Administration (SRA) has used Bridge-WIM systems to obtain detailed knowledge of gross weights, axle loading, speed, and axle distances measures in normal traffic speed, in an effort to reduce overloading and subsequent deterioration of the surfaced road network. This paper describes the data obtained from these systems, which have so far indicated a widespread overloading. SRA has decided on an action plan to address the problem of overloading and maintenance with new ITS-solutions and continued weight monitoring. One example is on-board weight control on Heavy Goods Vehicles (HGV). They conclude that because overloading is an international problem, it will need an international, cooperative approach to be solved. This approach includes harmonization on electronic vehicle identification and remote declaration of vehicle characteristics.
